{"id":8064,"date":"2021-02-24T06:39:40","date_gmt":"2021-02-24T05:39:40","guid":{"rendered":"http:\/\/ffmc76.fr\/?p=8064"},"modified":"2021-03-10T09:11:26","modified_gmt":"2021-03-10T08:11:26","slug":"controle-technique","status":"publish","type":"post","link":"https:\/\/ffmc76.fr\/index.php\/2021\/02\/24\/controle-technique\/","title":{"rendered":"Contr\u00f4le technique"},"content":{"rendered":"\n<p>On en est o\u00f9 ?<\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Le Contr\u00f4le technique moto europ\u00e9en repointe le bout de son nez \u00e0&nbsp;(&#8230;)<\/strong><\/li><\/ul>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" src=\"https:\/\/ffmc76.fr\/wp-content\/uploads\/2021\/02\/image.jpeg\" alt=\"\" class=\"wp-image-8066\" \/><\/figure>\n\n\n\n<h1 class=\"wp-block-heading\">Le Contr\u00f4le technique moto europ\u00e9en repointe le bout de son nez \u00e0 Bruxelles<\/h1>\n\n\n\n<p>mardi 23 f\u00e9vrier 2021<\/p>\n\n\n\n<p>En janvier 2021, aliment\u00e9s par le lobby de l\u2019organisation de s\u00e9curit\u00e9 routi\u00e8re ETSC et de la soci\u00e9t\u00e9 de contr\u00f4le technique DEKRA, des membres de la commission des transports du Parlement europ\u00e9en, ont soudainement manifest\u00e9 une grande pr\u00e9occupation pour la s\u00e9curit\u00e9 des motocyclistes et des cyclomotoristes. Ils sont all\u00e9s jusqu\u2019\u00e0 r\u00e9clamer un contr\u00f4le technique p\u00e9riodique europ\u00e9en obligatoire (CT) pour tous les deux et trois roues motoris\u00e9s. Cela a eu lieu dans le cadre d\u2019un d\u00e9bat sur le projet de \u00ab&nbsp;Rapport de mise en \u0153uvre sur les aspects de s\u00e9curit\u00e9 routi\u00e8re du paquet Contr\u00f4le technique qui comprend les inspections techniques des v\u00e9hicules&nbsp;\u00bb, qui est r\u00e9glement\u00e9 dans la Directive sur les essais p\u00e9riodiques de contr\u00f4le technique (2014\/45 \/ UE).<\/p>\n\n\n\n<p>Lors des discussions sur le contr\u00f4le technique des deux roues motoris\u00e9s (2RM), un certain nombre de politiciens pr\u00e9f\u00e8rent fonder leur opinion sur des hypoth\u00e8ses plut\u00f4t que sur des faits.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" src=\"https:\/\/ffmc76.fr\/wp-content\/uploads\/2021\/02\/image.jpeg\" alt=\"\" class=\"wp-image-8067\" \/><\/figure>\n\n\n\n<p><br><strong><br>Juge et partie&nbsp;!<\/strong><\/p>\n\n\n\n<p>Les arguments selon lesquels la moto est dangereuse et le CT le rendrait moins dangereux, sont tir\u00e9s d\u2019un rapport r\u00e9dig\u00e9 au nom de la Commission europ\u00e9enne par un consortium du CITA (le comit\u00e9 international pour l\u2019inspection technique automobile), CVH (Center for Vehicles Croatia), DEKRA (soci\u00e9t\u00e9 de contr\u00f4le technique), IERC GmbH (Institut de recherche et de conseil \u00e9conomiques) et ISVA-UC3M (Institut de s\u00e9curit\u00e9 des v\u00e9hicules automobiles appartenant \u00e0 l\u2019Universit\u00e9 Carlos III de Madrid).<\/p>\n\n\n\n<p>Au moins trois de ces organisations ont un int\u00e9r\u00eat \u00e9conomique direct dans le contr\u00f4le technique, ce qui n\u2019a pas emp\u00each\u00e9 la Commission europ\u00e9enne (DG MOVE) d\u2019engager ces parties prenantes pour r\u00e9diger un rapport visant \u00e0 \u00ab&nbsp;<em>\u00e9valuer l\u2019int\u00e9r\u00eat d\u2019inclure les deux et trois roues et les remorques l\u00e9g\u00e8res dans le cadre du contr\u00f4le p\u00e9riodique des v\u00e9hicules<\/em>&nbsp;\u00bb et de proposer la mani\u00e8re pr\u00e9cise de le faire.<\/p>\n\n\n\n<p>Avec un consortium comme celui-ci, il est difficile de croire que le r\u00e9sultat pourrait \u00eatre autre chose qu\u2019en faveur du contr\u00f4le technique moto.<\/p>\n\n\n\n<p>Et c\u2019est ce qui est arriv\u00e9. Plus int\u00e9ressant encore, c\u2019est comment ils sont arriv\u00e9s \u00e0 leur conclusion&nbsp;: les nombres d\u2019accidents avec des cyclomoteurs dans un certain nombre de r\u00e9gions d\u2019Espagne ont \u00e9t\u00e9 compar\u00e9s avant et apr\u00e8s la mise en \u0153uvre du CT pour les cyclomoteurs et les r\u00e9sultats ont \u00e9t\u00e9 extrapol\u00e9s \u00e0 tous les deux et trois roues motoris\u00e9s dans toute l\u2019Europe.<br>Oui, m\u00eame les gros cubes&nbsp;!<br>Pourquoi prendre la peine de faire des recherches s\u00e9rieuses quand on peut le faire de cette fa\u00e7on&nbsp;?<br>L\u2019organisation des motards finlandais SMOTO, membre de la FEMA, a r\u00e9alis\u00e9 une \u00e9valuation du rapport et est parvenue \u00e0 une conclusion d\u00e9vastatrice&nbsp;: il n\u2019a aucune validit\u00e9 d\u2019un point de vue scientifique. SMOTO a \u00e9galement publi\u00e9 un rapport qui montre comment effectuer ce type d\u2019analyses&#8230; Ce rapport conclut que le CT des motocyclettes n\u2019est pas une m\u00e9thode rentable pour am\u00e9liorer la s\u00e9curit\u00e9 routi\u00e8re des motocyclettes et des cyclomoteurs ou pour r\u00e9duire leur charge environnementale. L\u2019accent doit \u00eatre mis sur d\u2019autres mesures, formation, \u00e9ducation, infrastructures, prise en compte des sp\u00e9cificit\u00e9s, fragilit\u00e9 etc&#8230;<\/p>\n\n\n\n<p>Les documents de position et les rapports d\u2019organisations comme l\u2019ETSC (utilisant des informations obsol\u00e8tes) et DEKRA se concentrent sur les d\u00e9fauts des deux-roues motoris\u00e9s qui ont \u00e9t\u00e9 impliqu\u00e9s dans des accidents, sans faire la distinction entre les petits et les gros d\u00e9fauts et, sans lien de cause \u00e0 effet, d\u00e9clarant que ces d\u00e9fauts contribuent \u00e0 (DEKRA) ou ont m\u00eame caus\u00e9 (ETSC) les accidents dans lesquels lesdites motos \u00e9taient impliqu\u00e9es.<\/p>\n\n\n\n<p>Pourtant, des recherches approfondies de 2005 (rapport MAIDS) et 2019 (SaferWheels) montrent que les d\u00e9fauts techniques ne jouent gu\u00e8re un r\u00f4le dans les accidents de moto. Moins de 0,3&nbsp;% des accidents de 2RM sont li\u00e9s \u00e0 une d\u00e9faillance technique du v\u00e9hicule.<\/p>\n\n\n\n<p><strong>La FEMA demande aux membres du Parlement europ\u00e9en de ne pas fonder leurs d\u00e9cisions sur des hypoth\u00e8ses, mais sur des faits.<\/strong><\/p>\n\n\n\n<p>Apr\u00e8s le d\u00e9bat au sein de la commission des transports du Parlement europ\u00e9en le 25 janvier 2021 sur la mise en \u0153uvre du paquet de contr\u00f4le technique dans lequel \u00e9galement le CT \u00e9tait mentionn\u00e9, la FEMA et ses organisations membres, dont la FFMC ont contact\u00e9 les membres du Parlement europ\u00e9en (d\u00e9put\u00e9s) qui font partie de la commission des transports (TRAN).<\/p>\n\n\n\n<p>La FEMA a eu de bons retours et des entretiens avec les d\u00e9put\u00e9s europ\u00e9ens et le rapporteur responsable du projet de \u00ab&nbsp;Rapport de mise en \u0153uvre sur les aspects s\u00e9curit\u00e9 routi\u00e8re du paquet Contr\u00f4le technique (2019\/2205 (INI))&nbsp;\u00bb, Beno\u00eet Lutgen. Nous leur avons fourni les faits et leur avons demand\u00e9 de ne pas fonder leurs d\u00e9cisions sur des hypoth\u00e8ses, mais sur des faits.
